Benazir Kafalat Program / Benazir Income Support Program (BISP) is an unconditional cash transfer program of Government of Pakistan. Under the program, stipends of PKR 8500/PKR 9000 are transferred every three months to women and transgender persons who are living in extreme poverty across all districts of Pakistan. The disbursement of funds is done through biometric verification at ATMs, at retail shops designated across the country and specialized campsites of partnering banks countrywide. Bank Alfalah is the partnering bank of Benazir Kafalat Program that serves payments for Azad Jammu and Kashmir, Gilgit-Baltistan and Khyber Pakhtunkhwa. Whereas Habib Bank is the designated bank for Balochistan, Islamabad, Punjab, and Sindh.

How to Check Your Eligibility for Benazir Kafalat Program?

The eligibility for Benazir Kafalat Program is determined through National Socioeconomic Registry (NSER) Survey. Families surveyed for the program can check their eligibility for the program, as well as the status of their disbursement online via the 8171 web-portal by entering their Computerized National identity Card (CNIC) number or survey token number given at the time of registration.

Benazir Kafalat Program also sends messages from 8171 to surveyed families regarding their eligibility and disbursement of cash.

Note: Benazir Kafalat Program only sends you messages from 8171. If you receive any message regarding National Socioeconomic Registry (NSER) Survey or disbursement of cash from any unknown number, it is fake. Do not respond to them or share any kind of personal details with them like your name, CNIC number, address, or bank account details. If you receive any such message, you can report it to Pakistan Telecommunication Authority (PTA) at 0800-55055. Furthermore, there is no fee charged for the survey.

Who is not Eligible for Benazir Kafalat Program?

Following individuals are ineligible for Benazir Kafalat Program:

  1. People who are filers and pay tax.
  2. People who own a car.
  3. People who are employed by the government and their spouses.
  4. People with overseas travel history.

What to do if You Have not Been Included in the Survey?

Families who have not been able to register for the program during the periodic door-to-door survey in their district can get themselves registered at the Benazir National Socioeconomic Registry (NSER) Registration Centers. Families who have already been registered by survey teams, do not need to register for the second time. You can find the address for the nearest Benazir NSER Registration Center in your area via this website.

The step-by-step guide for finding the registration desk is as follows:

1. Go on NSER website.

2. Select the name of your district from the drop-down menu.

3. You will see information regarding start of survey in your district in green.

4. Click on the button ‘Benazir NSER Registration Centers’ at the bottom of the screen to find the address of a center near you.

5. Select the name of your District from the drop-down menu and click Search button.

6. The name of the Benazir NSER Registration Centers will be displayed on your screen in a list.
